October 1991 to September 1994

CLIENT: COUNTY OF RIVERSIDE, RANCHO PACIFIC CONSULTANTS

PROJECT: ASSESSMENT DISTRICTS #159 AND #161, TEMECULA, CALIFORNIA.  ($200 MILLION PUBLIC INFRASTRUCTURE IMPROVEMENTS DISTRICTS FUNDED BY MELLO ROOS BONDS)

My Independent Contract with Albert A. Webb, Associates included responsibility for Construction Quality Control and Inspection services only.  I began to review plans before construction and found the need for the civil engineer to provide better quality control of their plans to reduce construction delays and problems. The County of Riverside, Webb Associates and Rancho Pacific Consultants agreed everyone would benefit if I performed the plan checks and evaluations as a consultant to Rancho Pacific to keep the expenses for this type of service with the proper entity.

My demonstrated design and construction expertise prompted employment as a consultant to the project design civil engineer, Rancho Pacific Consultants. They recognized the value of having an experienced design engineer with proven construction management capabilities review their designs, specifications and construction contracts.  In this vocation, I provided a detailed analysis of designs including value engineering, in depth quantity analysis, specification compliance and construction sequencing to save cost. The result of such reviews was the reduction of claims against Rancho Pacific and a major reduction in problems that arose during construction.

My involvement as an independent contractor to engineering and quality control provided a link that greatly added to the continuity of the entire project completion effort.
