CLIENT: COUNTY OF RIVERSIDE, ALBERT A. WEBB, ASSOCIATES

PROJECT: ASSESSMENT DISTRICTS #159 AND #161, TEMECULA, CALIFORNIA. 

($200 MILLION PUBLIC FACILITIES DISTRICT INFRASTRUCTURE IMPROVEMENTS. FUNDED BY MELLO ROOS BONDS).

I earned my registration as a Division I, Engineering Inspector (American Construction Inspectors Association) during my tenure at Fontana Heritage. This credential provided expert credibility in the areas of Quality Control and Specification Compliance for all types of heavy Public Works construction. The registration and my proven ability to provide management for complex infrastructure construction led to an opportunity to manage inspection and construction services to Assessment Districts #159 and #161 in the County of Riverside. The Assessment District projects included approximately $200 million in major flood control, highway and transmission utility structures.  I managed a staff of inspectors in the prosecution of the projects involved and provided Quality Control monitoring in the field.

 

As an advisor to the engineering staff, I provided detailed insight into problems encountered in the field to expedite resolution of conflicts.  I also assisted in the production of meaningful specifications directed at the avoidance of repeat problems on the similar aspects of the projects.

 

Personal and independent research work in erosion control provided the ability to produce a training and implementation program in early National Pollution Discharge Elimination System compliance through Storm Water Pollution Prevention Planning and implementation programs. This training and implementation program enhanced my employer’s service offering to levels not previously available. The significance of this program was the avoidance of $25,000 per day in penalties, the prescribed fine for lack of compliance by the projects under construction in the Assessment Districts.

 

I provided construction management to the Agency in the form of CPM scheduling and review of anticipated work headings to assure completion of project elements in an orderly and logical fashion.  The consultant directly responsible for scheduling utilized my input and construction sequencing expertise to provide a thorough and meaningful schedule for construction planning and budgeting.

 

On one particular occasion, I provided a complete work program including budgeting and implementation that resolved a $3000 per day liquidated damages suit. A major landowner was dissatisfied with the scheduled end date for improvements strategic to the sale of his parcels. The projected end date was well past the original date provided to the landowner as encouragement for participation in the Assessment District bond issue. With the production of a program that allowed multiple portions of the project to proceed simultaneously, I proposed a method of completion acceptable to the landowner without additional construction cost for expediency.  This program worked to completion and all improvements were provided on schedule and on budget
